Burgess has bounced around the league having been undrafted out of Louisville in 2016. He's an off-ball linebacker, who was on the practice squad for Adam Gase's Dolphins at the end of last year. Miami had signed him as a UDFA and again in 2018, releasing him in final cuts each time.
Perhaps more significantly, he played for Gregg Williams in 2017 and 2018, starting nine games and racking up 75 tackles and four sacks in 2017. He also played three times for them in the 2018 season, recording just eight tackles in three games.
Moore, an undrafted rookie, had a horrific ankle injury last season, which is obviously expected to keep him out of action for some time.
