Joe Douglas said yesterday he's going to "comb the waiver wire" and that's already borne fruit:

Meander, who spent 12 weeks on the Browns' practice squad last year while Gregg Williams was on the coaching staff, has some nice size at 6'2" and 215. He played in three preseason games for the Browns at the free safety position.
Meander was undrafted out of Grambling State and had some impressive workout numbers at his pro day. He ran a 4.44 40-yard dash, posted a 37" vertical and 124" broad jump and managed 15 bench press reps.
